Offshore cards reliable?

I have bad credit and can't get a checking account in US at least not one that allows me to transfer funds from one card to another at a low cost. All I can use is Westrern Union which is very expensive. I was searching on the web for an offshore card that would give me that service and I found 2 or 3 of them, one is in Belize and another in Panama. I liked the last one the most because of the fees. The website is overseascard.net and I would like to know if you think I should try that or if there is a better way for me to transfer $$$ to my son who is studying abroad. Please give me ideas. Thanks!
